There was a problem sending the command to the program in excel 2007
Found the answer to my problem on another site. In case anyone else has this problem....
Bring up the Excel options, go to advanced and then scroll down to the
"General" section. Make sure that "Ignore other applications that use
Dynamic Data Exchange (DDE)" is not checked.

Windows SteadyState ( Like DeepFreeze )
@CC, Some of Regional Part PC need to block access as like
1)Save Data on Desktop
2)Edit LAN IP
3)Install new software
4)Access to others except Programs inside PC allowed
This kind of setting can be done via group policy. But the thing I'm dizzy is Option 1. I cannot find inside policy. May be I'm not familiar with Policy. Expert guys can be done via scripts writing. I have to search third-party software to be done. But I don't have budget to spend on it. This software is shared by one Senior Professional Guy. It's supported from Microsoft. As long as we use Genuine windows, it can support within the policy they will define.
